The sun rises above the Suisun Bay Mothball Fleet in Benecia. In 1955, the peak number of ships in the eight U.S. anchorages of the National Defense Reserve Fleet reached 2,277. Since 2009, when the Obama Administration made the commitment to remove the most toxic ships, approximately 20 ships have been removed from the Benecia Fleet.
